Ballot Supply in Milwaukee

Two articles here and here about a dispute over the ballot supply for the city of Milwaukee.
"Milwaukee Mayor Tom Barrett accused Milwaukee County Executive Scott Walker of inviting election-night chaos by not printing as many ballots as city officials requested.

"Walker said, in turn, that the blitz of accusations against him made him suspicious that somebody might invent shortages just to prove the argument that the city is being shorted ballots.

" 'They may try to create troubles,' Walker said."
The Journal Sentinel says the county should provide the ballots. We should err on the side of caution, they say. I imagine there will be letters in tomorrow's paper. Folkbum's Rambles and Rants has the view from the left. Owen at Boots & Sabers has the view from the right. Walker is a state co-chair of President Bush's campaign. Barrett is state co-chair of the John Kerry campaign.

I just wonder why Milwaukee needs two ballots for everyone over the age of eighteen.

Ballots county wants to supply: 679,000
Ballots supplied 11/2000: 669,000
Population of Milwaukee: 593,920
Initial county proposal: 574,000
Number of people voting age: 423,811
Registered voters: 382,000

The Milwaukee Journal Sentinel has an update on the weekend collapse of two electric transmission towers. They stopped short of calling it terrorism but do say it was caused by someone purposely removing bolts that held the towers in place.

Sabotage at Milwaukee's Mitchell Airport?

There is nothing on the web, yet, but television stations WTMJ and WITI in Milwaukee are reporting a power outage at Mitchell International Airport. Reports are that two transmission towers have crashed to the ground as a result of sabotage. More when it is available.

UPDATE: WVTV now reports:
"Two utility towers fell, near the 64-hundred block of South 13th Street, in South Milwaukee Saturday evening. American Transmission Company owns the towers. They say one fell over, and hit the second tower, causing it to fall as well. Thousands of people in South Milwaukee, Cudahy, Franklin and Oak Creek were without power, including Mitchell International Airport. Officials say they have contacted the FBI. They say the situation is suspicous, but cannot confirm that it is the result of sabotage, investigators are looking into it. WE Energies officials are working to restore power. The lights were back on at the airport around 8 p.m. Stay tuned to WB 18 News at Nine for the very latest."
This is echoed by a Journal Sentinel report, as well as WDJT.

Russ Feingold TV ad

Democrat Russ Feingold, running for re-election to the Senate and known for "quirky" ads unveiled his latest called "Morph."

I'm not a Feingold fan (he's on the wrong side for me on almost every issue), but the ad is rather ingenious and unlike a lot of political ads, doesn't show the American flag once.

Feingold announces re-election bid

Democrat Russ Feingold, known for his lone vote against the Patriot Act and the co-sponsor (with John McCain) of the campaign reform act, joined the race to retain his seat in the Senate.

He has four Republican challengers who will be winnowed down to one on Sept. 14. Disputed results from the latest poll showed Feingold had a 46% approval rating. Democrats pointed to the 36% of Republicans had a favorable opinion of Feingold. Republicans said 46% approval for an incumbent (behind the 56% for Bush) is a sign Feingold is vulnerable.

Here's a story with no comment from me:
"The city of Hartford[, Wisconsin] has sold one lot in Pleasant Hill Cemetery that will be the site used by a local agency to erect a memorial monument to 'recognize the unborn lost through miscarriage or abortion.'"

The monument could contain engravings of the names of the miscarried or aborted for "those wishing memorial recognition of the unborn," according to city documents."

The Hartford Pregnancy Help Center, at the request of Donald and Lois Ehley, agreed to pay the city $250 (the standard price) for 300 square feet at the cemetery to erect the monument, two benches surrounded by a low brick retaining wall and decorative scrubs and flowers. The benches would contain the phrases 'Respect Life' and 'Love One Another,' respectively."

Mayor Scott Henke said the city doesn't restrict content on stones at the cemetery - only the size."

He added he believes content would be protected by First Amendment constitutional rights."

'We are a free society and the First Amendment I believe allows for content. I guess if they have the right to put this up, then another group would be allowed to put something else on a stone in opposition should they choose,' Henke said."

Henke added that he doesn't think having restrictions on content on cemetery stones is necessary."

In making the sale, city officials said the area is in a part of the cemetery where a standard burial plot wouldn't be feasible because of the site's promixity to three nearby roadways inside the cemetery - Memorial Drive and Fairview and Arlington avenues."

Also according to city documents, the engraving names on the monument would be handled through the HPHC for a nominal fee."

The city Common Council unanimously approved the sale of the tract at its May 11 meeting."

Alderperson William Gee said he didn't think about the potentially controversial political aspects of the anti-abortion/pro-choice fight when considering whether to approve the monument."

'I think it shows we're interested in what it stands for,' he added."

The Ehleys work with the center, but it is now directed by Laura Denk. She was unavailable for comment because she was having a baby."

Lois Ehley said the monument is designed to provide "healing and closure" for women who have had miscarriages or abortions."

Names to be engraved on the monument will solely be the choice of an individual who would pay to have the remembrance engraved, Ehley said."

She doesn't believe there will be any negative reaction to the monument, which is projected to be erected sometime this fall."

But a leader of the pro-choice movement in Madison expressed concern about the plan."

Kelda Helen Roys, executive director of Pro-Choice Wisconsin, sharply criticized the proposal."

'I think this is just another tactic to intimidate and villify women who are already going through a tough time in their lives,' Roys said. 'I've never heard of this type of thing being erected in Wisconsin.'"

Roys added her agency plans to monitor the progress of the memorial."

Doyle meets with tribal leaders

Updating the tribal gaming pacts, the political positioning continues. "[Wisconsin Governor Jim] Doyle talked with about 25 tribal representatives for an hour in Lake Geneva to find common ground as he tries to work out new deals with the state's 11 tribes."

"The Potawatomi operate the state's most lucrative casino, in Milwaukee, and another in Forest County. Both the tribe and Doyle are contemplating an appeal to federal court, [Administration Secretary Marc] Marotta said."
The state has eleven tribes and the Wisconsin Supreme Court only invalidated the pact with the Potawatomi tribe, but it is assumed the rest are also now in question.

One indication of the difficulties to come:
"Kathy Hughes, the Oneida Nation vice chairwoman, said her tribe approved of how Doyle handled the meeting but added that members are not ready to sign a new deal.

'We're saying we have a valid compact,' Hughes said. 'There's nothing to renegotiate from our standpoint.'"
The Democrats are launching a counter-attack also, as
"legislators railed against a move by Republicans to pay their attorneys another $31,886 for their suit against Doyle. The increased payments, which are expected to be approved on a party-line vote, would bring the cost of pressing the lawsuit to $94,386.

'We just spent ninety-some-thousand dollars to blow a $200 million hole in our budget,' said Senate Minority Leader Jon Erpenbach (D-Middleton)."
I wonder why the Democrats don't want to receive the same cut other states do?

Kanavas Makes Sense

The Wisconsin Assemblyman for my district, Ted Kanavas, speaking to a legislative breakfast sponsored by the Brookfield Chamber of Commerce, made some points worth reflecting on.

Concerning the gaming pacts, he said that everyone needs "to get quiet and we need to have reasonable people sit down and talk about this. We need to just tone it down, sit down and negotiate an agreement that has the parameters set that will benefit both parties."

Shutting the casinos down is not the answer. They are here to stay. Kanavas said basically the same thing. But we can get a better deal as other states have. And there's no reason to negotiate a pact with no expiration.

Concerning TABOR (Taxpayers Bill of Rights) he stated, "In order to get something done correctly, you've got to give it time to breathe." Discussion needs to take place, certainly without some of the vitriol we've seen.

Then he said, "My view is that we simply need to reduce the rate with which government grows. That's all we're trying to do, is to slow it down and take it easy on taxpayers. If the governor is unwilling to do that, it presents significant problems, which is why we are considering a constitutional amendment."

The alternative is for the legislators and the governor to step up and let the democratic process work, as many opposed to TABOR have called for.

It remains to be seen whether calm heads such as Kanavas will prevail or if it will be politics as usual.
